first fully update your system after a clean install and then go to /var/cache/apt/archive and copy all the files and burn it to the cd or backup. when you next install ubuntu 9.04 open folder where you saved all the updates from terminal and type sudo dpkg -i *.deb..

and enjoy!!

You can also use aptoncd : it will create an iso files from your downloaded packages that you can use as a repository on cd.

To install it, just look for the package "aptoncd" in the Add/Remove..." or with the Synaptic package manager. Use is very simple and you can add extra packages from different sources.
