can't install packages due an error 111 connection refused

Every time I try to install packages I get notified that there is no connection. The message reads: Could not connect to ftp.belnet:80(193.190.67.15).-connect(111 connection refused). This is more or less an accurate translation of the dutch message. Allthough 'refused' could well be 'denied'. How can I solve this?

Try changing the Software Sources 'Download From' to a different server.
