You probably have a proxy server set to localhost:8080.

Yes might be a proxy defined into your environment or /etc/apt/ subdir configurations...

But i also think you must deeply dress your /etc/apt/sources.list because i get for almost a code 404 if i try with my browser.

1) Using System → Administration → Software sources [Ubuntu software tab] please select
Download from: Main server

2) Please copy and paste the /etc/apt/sources.list contents here, to do this...

Open a Terminal from the menu Applications → Accessories → Terminal and type:

sudo gedit /etc/apt/sources.list

give your user password when requested, you don't see nothing when you type it, then press enter.

BTW, looking at Network Proxy Preferences I found that there aren't IGNORED HOSTS that used to be. Could you tell me which are the standards?

PROXY CONFIG IS SET DO DIRECT. Transmissionbt isn't working. Update Manager either.

Please open a Terminal from the menu Applications → Accessories → Terminal and type or copy and paste:

sudo gedit /etc/apt/apt.conf

give your user password when requested, you don't see nothing when you type it, then press enter

Delete all content of the opened file. Save and exit then retry to upgrade your system.

please try this terminal command:

unset http_proxy; sudo apt-get update

Please don't copy the long result... now tell me if it is working

if it doesn't works please check the setting of System → Administration → Synaptic package manager : Settings → Preferences [Network tab] set the connection to direct

Close synaptic then retry the command

sudo apt-get update

After unset http_proxy and sudo apt-get update in Terminal suddenly Update Manager appears and when I try to install updates this was the answer:
