I'm new to linux, how do I get into the root and get pass the access denied priviliges?

While trying to update my dpkg --configure-a. I keep getting an access denied message when in the root folder. I need to repair the Update Manager in Umbuntu 8.04LTS that I upgraded from Umbuntu 6.02. I have changed all of the permission levels to yes for the entire system, to no avail.

try sudo prefix

sudo dpkg --configure-a
