trying to download Font Manager

trying to download Font Manager. Get "failed to download repository information. check internet connection"
When I try to use the fixes that are posted, when I get to my Software and Updates screen there are no http://ppa suffixes.
I get checked boxes that say things like Canonical Partners , Independent, etc.
Nothing resembling: http//ppa.launchpad.net/venerix/pkg/ubuntu raring main
I am running Ubuntu 13.04.
All I want is to get Font Manager downloaded. I have had no other issues downloading fonts.

Raring is EOL and not supported in any way.

There are no updates or community support for it at all. I suggest you wipe Raring off the system and do a clean install of Trusty. Trusty is LTS and supported til April 2019.

Raring is not on my system i was just using it as an example. I have nothing that begins with HTTP.
Is there another font manager available for 13.04?
When I go to the ubuntu saftware manager and search for "trusty" it just shows 4 or 5 games.

Please upgrade to a newer release of Ubuntu. If you can hang on til April next year, you can wipe the old release off and do a clean install of Xenial (Ubuntu 16.04). Xenial is LTS and supported til April 2021

uname -a
lsb_release -crid
apt-cache policy
sudo apt-get update
