I have a 9.6 version of ubuntu how can I upgrade

There is not such as version in Ubuntu...
Type in Terminal (Ctrl+Alt+T): lsb_release -a

I'm sorry it's so old it is 9.04 not 9.06 version

That's why, Jaunty is dead. I suggest a clean install of Precise.

You can try this => https://help.ubuntu.com/community/EOLUpgrades

or

make a new Installation of a new supported version. I suggest Ubuntu 12.04 LTS (supported until April 2017).
