How can I upgrade Ubuntu from 12.04 to 12.12

When I tried to upgrade to Ubuntu12.12 from 12.04 I was asked if wanted to do a partial upgrade.What is a partial upgrade?

I'll assume you mean 12.10 and not 12.12

sudo apt-get install update-manager-core; gksudo gedit /etc/update-manager/release-upgrades

Change:
Prompt=lts

To:
Prompt=normal

Save the new file, close gedit and run:
sudo do-release-upgrade
