update manager doesn't ask for authorisation

Precise Update Manager doesn't ask for admin authorisation when it installs automatic updates.
Is this by design?

If you have used gksudo within the last 15 minutes, it will still be authenticated. Was this the case?

Since Ubuntu 12.04 The update manager is priviliged via Policy Kit, to be able to update already installed software. However when new packages are installed, for example new kernel images, you have to authenticate.

You can find the rule in /var/lib/polkit-1/localauthority/10-vendor.d/com.ubuntu.desktop.pkla .
