Update Manager disk I/O freezes desktop

Update Manager does a lot of I/O to the hard drive when automatically launched in Precise Pangolin, which freezes desktop applications for a very long time. All the software update options were set to "display" (no down loads requested). If this isn't a bug, is there some way to automatically give this I/O a much lower priority? (From the options selected, I would think there wouldn't be any disk I/O. Update Manager was much better behaved under Lucid Lynx.)

If you run:

sudo apt-get update; sudo apt-get upgrade; sudo apt-get dist-upgrade

Do you get fully updated?

The first command fetched 12.8 MB. The latter two showed:
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

Ok, if you run:

sudo apt-get --reinstall install software-center

Does it work ok after the app is reinstalled?

The reinstall appears to have helped a great deal. However, Update Manager did not automatically launch this time, but that could be related to the date of reinstallation. Normal updates are checked weekly and security updates daily as before. I would like to keep this record open until I see an automatic launch, perhaps with more than the 14 updates (9 MB) that went in this week.

Update Manager automatically launched today with 55 updates (48.1 MB). Performance was smooth but had a slight problem with GRUB updates for which I'll open a separate ticket. Thanks for the help.
