Changing OS from Ubuntu 10.4 or 10.10 to 11,10

If I install an earlier Ubuntu OS from DVD (LXF mag DVD) can it be updated from the Ubuntu distro to the latest 11.10 or 12.04 when it is available?

Yes, if you want, you can upgrade directly to 12.04 from 10.04 as it is LTS to LTS upgrade. Why not just install 12.04 clean?

Yes, ubuntu is upgradeable of course . When you boot your machine with a new ubuntu disk and start the installation process, ubuntu will discover your old OS and will automatically offer the upgrade as option. So it is very easy.

You only need to take care of your PC's architecture : 32 or 64bit. You need the same architecture version for the upgrade.

To asure a smooth upgrade with no breaking packages, you also should disable all 3rd party repositories ( "ppa's" , including the "medibuntu" repo ) in the Software Center's or Synaptic's settings . Reason for this is that you might have versions of apps installed that might be newer then those that would be installed by the ubuntu version you put on top of the older OS. This would ultimatively lead to conflicts and needs to be avoided .

After the new version is installed, you can add 3rd party repositories again .

Like with all things that *might* go wrong even if it is unlikely : Always back-up your personal date before.
