No ability to upgrade from 11.04 to 11.10

I have read all your instructions since October.

I waited to upgrade because I got busy.

Now when I go into Upgrade Manager--since December--there IS NO BUTTON for upgrade.

All instructions in Ubuntu documentation say to look for this button.

 I've looked into how to do fresh installs. I'm just not finding anything.

Where did the UPGRADE button go in my Update Manager?

What is the best next step to upgrade from 11.04 to 11.10?

1) You can upgrade by opening a terminal and typing:
sudo do-release-upgrade
2) If that fails, you could use an "alternate" CD: see <https://help.ubuntu.com/community/OneiricUpgrades#Upgrading_Using_the_Alternate_CD.2BAC8-DVD>.

Note that, in both cases, you will need to be connected to the Internet.
