I'm converting the bug report as a question since it is related to understanding the difference between normal and long-term-support releases.

In Update-manager, click on the settings button at the bottom, and select the update tab. There is a selector at the bottom of the page which is probably set to "lts releases ony", change it to normal, and you should be able to upgrade.

Can you help with this problem?
