cant update my ubuntu, says 31 of 32 downloaded stops there?

when I try to update my system is is showing the following errors:

Could you try after changing Ubuntu mirror in update-manager.
It could be a temporary unavailability of server.

To do what delance have said, go to Administration > Software Sources. Under the first tab, select another server from the list and reload.

yes i use proxy. today i have reinstalled ubuntu with 10.10 but still the
same problem exist.
