Ubuntu 10.10 'software sources ' is missing

I just installed Ubuntu 10.10 and there is no selection for software sources under system/administration. How can I access it and add sources?

via a terminal

gksu --desktop /usr/share/applications/software-properties-gtk.desktop /usr/bin/software-properties-gtk

OR

via Synaptic Package Manager (settings/repositories)

also if you edit the menu, its there just unchecked? It appears if ya check it??
