Test your RAM using Memtest86 from GRUB.
If you boot to the Ubuntu install media you can fsck your hard drive to make sure the files are consistent and correct.
You may want to grab a copy of the Ultimate Boot CD (free) and run a test on your hard drive at a low level.

I am assuming you are not using an SSD.

You may want to check you have the latest BIOS

Take too long to load. I revert to 16.04 Ubuntu.
That solved my problems

Not using kernel 4.15.0-24 may have solved the problem

The "load speed" in the context of Ubuntu 18.04 could refer to a few different things. I'll cover a few aspects related to system performance and loading times:

Boot Time:

The time it takes for your Ubuntu 18.04 system to boot can depend on various factors, including the hardware specifications of your machine. Generally, a solid-state drive (SSD) can significantly reduce boot times compared to a traditional hard disk drive (HDD).

In Ubuntu 18.04, optimizing load speed involves various strategies to enhance system performance and reduce the time it takes for programs and services to start up. One effective approach is to manage startup applications using tools like "Startup Applications Preferences," where users can control which programs https://kosasalonsf.com/ launch automatically upon boot. Additionally, optimizing the boot process itself can significantly improve load times.
