July 2017 16.04 64-bit memory problem?

In 12-2017, I had the memory suck problem in Ubuntu 16.04 on a 64-bit system. There was an update that seemed to fix it, but now it's back. Nothing changed on my system other than regular updates. A week or so ago, I started having some startup weirdness, lots of script indicating a "URB error" whatever that is. Then it progressed to high memory drain doing things I do all the time with no trouble, now screens grayed out, etc. System Monitor shows that most of my 4 Gb of RAM is being used (why?) but absolutely zero Swap usage. That's different from last time.
When will this be fixed for good?!
