Problem with Character Palette in Navigation Toolbar

I added Character Palette from Firefox but it ended up where the Navigation Toolbar normally would be and the Navigation Toolbar ended up on the Panel which is where I wanted the Character Palette to be. How can I switch the locations? Ubuntu 14.04.

Removed Unity plug-in from Panel and got Menu Bar back in window
