Why does my window disappear if I scroll on the desktop

If scroll up or down on the desktop near a window, the window disappears, and it comes back by scrolling again. Also, in Trusty 14.04 if I minimize a window I dont know where it goes but it too disappears. I am having a terrible time understanding 14.04.

If you make a fresh user and log in as that is it the same?

Posting a tonne of duplicate questions doesn't get answers any more than one. We will just close the older ones as duplicates.

Yes, it will get default settings. If the scrolling is OK there then we know it's a setting in your current user and not an issue with the application itself.
