I dont have my toolbar or dock thing!

Did you try moving your mouse over to the left side of the screen? > What version of Ubuntu do you have?

I have 12.10 and i can move my mouse yes all around and there is the desktop picture

What video chip do you use?
Does the system have a make and model?

You may need extra config or drivers. You can also press CTRL+ALT+T and run:

sudo apt-get update
sudo apt-get upgrade
sudo apt-get dist-upgrade

And get fully upgraded in the terminal, may help
