Unable to Move a window to a different workspace

Today I encountered another bug. Was able to drag a window to another workspace till yesterday. I can still use the function when logged in as guest. However when logged in as administrator (which I prefer) it does not allow me to do it.

I am unable to take a screenshot to elaborate what the problem is. Any command that can be used to tweak the UI via terminal will be appreciated.
