This may be expected.

Which version of Ubuntu were you using before? Was this a clean install or an upgrade?

The new desktop is very different from earlier ones take a look at the manual

http://ubuntu-manual.org/

The menu is no longer part of the main window for each application but appears at the very top of the screen. The menu is for the currently selected application.

This can be confusing if you are used to the older desktop interface.

Also do not forget that Ubuntu 12.10 is Unstable. Right now is Beta Version.

The stable version will be released in October 2012. (about 27 days from now).

Thanks

I also have the very same issue. So many bugs in this Beta. Feels like an Alpha to me at very, very best.

I have the same issue with my Asus X7BS. My Notebook has two video cards: Intel and NVidia. The NVidia-Current package was installed by the updater. After I removed it, Unity started to show me all menus.
