Windows do not stick to the bottom monitor screen

This is a problem in dual monitor on my laptop, where i have my laptop screen extended on a monitor via vga port, arranged top down with extended monitor on top, and laptop screen at the bottom. Screens are arrange in the same ways in ubuntu 12.04. Running in unity, and i have a panel respectively on each monitor. The problem is that maximising a windows on the bottom screen will not stick the windows to the bottom screen, but popup maximized on the top screen. However, I realise that snap it to the right half of the window, then double click on the title bar does the work. It is still troublesome with extra clicks and drags. I think this should be solved to enhance experience on unity.

Can you give the output of:

sudo lshw -C display;lsb_release -a;uname -a
