"start" menu problems

Ubuntu 12.04 LTS

The Program Menu (I mean the left hand bar that compares to Window's "Start" menu) had some problems today. At the beginning of the day, it refused to show up when I put my cursor over to the left. Now it is continuously there, but does displace program windows. Like in fullscreen with a web browser, what I mean is it covers the left margin of the program window, so I cant press the back button, etc etc

This is probably a bug, but I dont know how/where to report it.

If you reboot, does it go away? If not, reort a bug
