Im not sure that i understand your question correctly Sean.

But, if you are looking for a weather app indicator for ubuntu, open the software center and search for weather, there is an application called "weather indicator" that is very popular on ubuntu 11.10.

This question was tagged as a "unity" question, but I'm not asking about Unity at all.
My question pertains to the software package called "wakeup".

I tried to post this question by going start8ing at the Launchpad page for this package...I'm not sure how it got assigned to Unity.

Thanks for answering all the same. It helped me realized this question is in the wrong place.

If possible, I'd like to see this moved to an appropriate place.

I have found an answer to this question:
    1) Wakeup depends on weather-util (and an active Internet connection) for weather updates. Per weather-util man page, this service is supported for U.S. cities only for the time being. There are, however station ID's available for cities in other countries. I picked a random city (in Cambodia) and it did not work.
    2) As it relies on weather-util, a set of pre-defined locations can be found in /etc/weatherrc
    3) The text field in this application is looking for a 4 character Meteorological Station Identification code which can be determined for your U.S. city of choice here: http://www.nws.noaa.gov/tg/siteloc.shtml
