Natty: Desktop workplace has some places where mouse click does not work

There is some desktop places where when you clicking nothing happened!
This "place" not working not only on desktop, it's not working on all applications windows

mm... may be i did not try, but it does not work after installation

Then we know it's settings and not the app itself. I'm not sure. Maybe others can advise.
