Unity Launcher can't be clicked while Dash is visible

Is it expected behavior for Launcher to not respond while Dash is visible? In detail:

Trying to launch a new app while a maximized application is showing up in screen will require three clicks instead of just two. First to click the home button, second click on the Launcher so the Dash gets hidden and a third click to the Launcher item to actually launch the new app.

Is it possible to just click home button then the Launcher item and run the app?
