When gufw installed, and port is allowed, gufw blocks the port even though its allowed

I have a server connected to my router so when im not at home, I can connect to it remotely using the external public IP address. I recently became aware that I should have a firewall installed on my pi (Debian) for extra added security. I then realised that I had to add a few allow rules for the server to work as well as port forwarding the same ports on my router. I tested the server at home and all was well. When I went out, I couldnt connect at all, even through SSH.
I then uninstalled gufw and tested it again by going out to a public area again, and it works!
Is this a bug in gufw/ufw because about a week ago, I was able to connect to my server remotely even with gufw installed?
