zesty: udev/rules.d empty

On zesty, i am surprised to see that /etc/udev/rules.d is empty. Is it normal?

What is the procedure to set wlan name for example?

should i copy myself /lib/udev/rules.d/60-vlan-network-interface.rules in /etc/udev/rules.d?

You can check by booting the live CD ISO in a virtual machine and checking. Obviously MD5 test the file you download before using it
