if you are running ubuntu 9.10 it is in applications-internet-ubuntu one

As greg said it's already there. Cmd in 9.10 is: ubuntuone-client-applet
Maybe it's just not visible. In case open
system preferences -> main menu
navigate to
applications -> internet
and mark the entry 'Ubuntu One'.

Another way is, to right click on 'Applications' in the panel -> edit menus

Because when I click on the icon " ubuntu one " the site it does not open? What opens is pop up of the "preferences" of the ubuntu one.

Preferences are in
system preferences -> Ubuntu One
When you open the main menu again and right click on properties of the entry the cmd should be:
ubuntuone-client-preferences

Concerning the applet (the one which opens from application -> internet) on the panel, the context menu (right click) should offer the option to open web interface.
