What is the purpose of the "Apply system wide" button ?

Hi,

I am having hard time trying to understand the purpose of the "Apply system wide" button when setting a proxy.

When clicked, root password is asked but i can't figure out the difference between entering the correct password and just canceling.

I'm using Ubuntu 12.04 LTS (same behaviour noticed on 14.04 LTS)

I should set the proxy for all applications. It will not apply (annoyingly) to apt-get which has it's own configuration.

There is no root password in Ubuntu, use the password you log in with.

Can you help with this problem?
