Software application not launching after reboot. pycharm. ubuntu software, vs code display launch icon but then nothing happens

I tried running all sorts of cleans, updates and upgrade commands without any success.
I saw in update notification and rebooted my machine. I have all the latest software packages installed.

pycharm is not in the Ubuntu or the Debian repository. However is available here for Linux:
https://www.jetbrains.com/pycharm/download/#section=linux
It is a .tar.gz file. https://www.jetbrains.com/help/pycharm/installation-guide.html
