Laptop not completing opening phase

I attempted to upgrade Ubuntu and during the upgrade lost internet connection for no apparent reason. I am now unable to use the computer.
When i turn it on it goes to the page where you can press DEL or F9 or F10. it then proceeds to
*Starting AppArmor profiles
Skipping profile in /etc/apparmor.d.disable: usr.bin.firefox

At this point it stops!

Can you boot to root recovery mode? If you can then run:
sudo fuser -vki /var/lib/dpkg/lock;sudo dpkg --configure -a
