Keyboard configuration changes to EN_US after boot (Precise x64)

When doing a fresh install of Ubuntu x64, I choose English as system language and Norwegian keyboard layout. During installation, the Norwegian layout is detected. However, when installation is complete and Ubuntu boots up, keyboard layout has changed to EN_US.

Running "dpkg-reconfigure keyboard-configuration" will fix the layout problem - until next reboot.

In Oneiric, I could add a second language and give them "priorities", and the primary language would stick. This "workaround" does not work in Precise.

No, I haven't. Will this mess with my System Locale? I want English system language, but Norwegian keyboard layout.

Also, shouldn't this be adressed so that it works by default?

You can edit /etc/default/keyboard and set the keyboard there, you will need:

gksudo gedit /etc/default/keyboard

Save the new file and reboot to test

/etc/default/keyboard is set to "no" by default. Still, I get EN_US keyboard layout after reboot.

It looks like this problem has recured. I selected UK English in "Language Support" and all works OK until a reboot it then reverts to US keyboard layout until I repeat the language selection .
I checked the icon on the top panel is showing En1, and clicking on it is showing the Engish (UK) as selected ( a dot alongside) and clicking on this cures the problem. Selecting English (US) changes the icon to En2 and the US keboard layout is selected as I would expect.
There seems to be a problem that the icon and selected keyboard layout on boot are not in sync, I'm not sure where to look to solve this but it looks like the boot sequence must ignore the language selection but the display shows the user selected option.
It isn't disaterous but is very annoying as well as confusing.
I'm using Ubuntu 14.04 LTS and this is affecting my Dell Vostro 1510 laptop, I have not noticed it on the Dell Optiplex GX520 desktop that is running the same software!
