How to set different accesses to the internet for different users

I have a computer with Ubuntu12.04 with 3 different users. One of them, I don't want to have Internet access.
I already have set his user privileges according to my purpose. But when I log in as him I continue to have internet access.
His there a way to solve my problem? I need something that can be easily undone to provide Internet access to him whenever I decide.

If you run a local proxy, you can have authentication and simply not have access for the user account you want to block. It will also cache web content, making the web faster.

How do I do that and what are the implications?
In my house we have 3 computers and a playstation that access the internet throu a wireless router from the Internet Provider.
The network is configured in such a way that only the mac address defined in the router site can access.
