How to know which type of command we are using whether its admin commands or user commands .

Commands ran without being prefixed by sudo, gksudo or kdesu will run as your user, otherwise they will run as root (admin). Sudo etc is not needed for all commands, users can most times read system files so apt-cache does NOT need sudo whereas upgrading will as it modifies files that the user doesn't own
