Do you mean to bring up a task manager?

CTRL+ALT+DEL in Windows doesn't kill apps on it's own...

No, but CTRL+ALT+DEL works when the pointer is frozen.

I want a keyboard-only way to terminate running or sleeping programs.
I don't want to cut power to the machine, and reboot to get out of a pointer freeze.
Maybe I could use are commands to type into the command line to terminate running or sleeping programs?
I think in a freeze I might be able to hit alt-F2 and get a command line.

I learnt that one of my alt keys was not mapped as an alt key.
I remapped it, and ctrl-alt-del now logs me out, which is for the most part what I wanted.
