keyboard wrong characters 11.04

My keyboard is not working properly with 11.04. Intermittently it gives a completely wrong character. This is true of the laptop keyboard it self (inspiron 6400) and my usb keyboard when I plug that in. demo below:

oh how I wißh → coułð ¢æl¢↓læte pi

it takes quite a while to type emails!!
