system settings option not on power menu

My uncle just installed Ubuntu 11.04 for me, I have never used it before. I would like to change the username to my name, but while trying to figure that out, or even how to create a new user, I discovered that the Power Button/Menu does not contain the "System Settings" option. It contains only the following:

Lock screen
Guest session
switch from (daniel)
logout
suspend
restart
hibernate
shut down

From reading the Desktop User Guide, I think it should not also contain the System Menu, but also the Application Menu and the Places Menu.
