Windows missing outermost controls (+ - box)

I just upgraded from 9.10 to 10.04. There are 4 different users and there is only one which is having a problem, which is.:
The latest started window stays on top of the others and if you click on former window it stays behind the later coming ones. Also the outer/ upper most part of the window is missing the control buttons "x - and the box"
Anyone stumbled over this before}

Hi tanks. Problem solved after I changed Appearance Preferences to "extra" and added "wobbling windows"
