Lack of knowledge on customization

I have been using ubuntu 9.04 for some time and want to customize it. I have downloaded emerald with a bit of difficulty and downloaded some themes. What I would like to know is how to change the toolbar themes. What I'm trying to do is have the similar effect of the toolbar on the left hand side of this theme. http://gnome-look.org/content/preview.php?preview=1&id=89831&file1=89831-1.jpg&file2=89831-2.jpg&file3=&name=Mira. I downloaded the theme but it really only changes the window view. Anybody have any ideas?

Run emerald theme manager you can import the emerald theme file and get the emerald theme there.

Can you help with this problem?
