Ubuntu 9.10 upgrade: upper right-hand windows controls disappeared

After upgrade to Kosmic 9.10, the upper right-hand controls on my windows have disappeared for all windows. My system has an AMD Athlon 64 +3200 processor, and I'm using the NVIDIA video driver. This problem did not exist in 9.04. Now, I can only control window properties (Move, Re-size, Maximize, Minimize) from the lower toolbar.

It sounds like your window manager is not behaving correctly, it is probably Compiz that is causing problems. Please go to System->Preferences->Appearance, Visual Effects tab and select None. This will enable metacity, which doesn't have the desktop effects. You should see your windows normally now. You can try re-enabling compiz by selecting Normal or Extra.
