weird files and programs downloaded

my system feels hacked by all these little weird files that start out saying " this is a little program I put together you might want to use... etc. etc. Tracker files, files collecting stuff , junk files added for what reason. This is why I dumped windows and Microsoft?
clean up terminal commands to clean up don't seem to work? I'm sick of this stuff being added to my property that just doesn't
belong ,that I didn't ask for.

What exactly is the issue and how is it related to the Ubuntu Desktop Guide (because that's the area where this question has been asked)?

Where do you see these downloads, and can you please provide a sample of the names such "weird files and programs"?
Which "clean up terminal commands" are you referring to?

the weird files are in the ubuntu program loaded my updates approved by ubuntu. their are in the files download program on the ubuntu desktop, they are not needed for the running of the software and have been dumped into my pc without permission. I don't like your attitude, your really not helping your just dictating

Please open a terminal: lsb_release -a; uname -a
Post output for diagnostic.

The files in the directory /home/phil/.cache/tracker/ are not downloaded from the Ubuntu repositories, but they are created locally on your system by the "tracker" processes, see https://wiki.gnome.org/Projects/Tracker for information about that software.
If you do not like the files, then you can stop the tracker service and/or uninstall the tracker software.

The command "sudo apt-get clean" removes files from the /var/cache/apt/archives/ directory, but not from your private /home/phil/* directories.
