focal keyboard shortcut `Super`+`F10` not working without open application

using focal 20.04.
suppose my mouse is not working, and when I want to

* get to the application menu on the top bar, using `Super`+`F10`
* without a single application (window) open

it **will not work**.

luckily there is `Ctrl`+`Alt`+`Tab`.
but I feel like the standard shortcut should do so also.

is this intentional?
