Why is Ubuntu NOT letting me MANUALLY reset TIME?

Ubuntu Linux in Virtual Box
My Ubuntu System Time IS WAY OFF..
Not only by HOURS, But by DAYS!!!
Until now I have been having to MANUALLY reset the time for MONTHS.
but today, Monday June 24, 2019, I suddenly find that after a Firefox and ubuntu Base UPGRADE.. That Manually Resetting the Ubuntu System Time DOES NOT ACTUALLY FUNCTION!!

WHEN ARE YOU GOING TO FIX THIS??

Can't you upgrade anything without screwing everything up?

Is this Ubuntu bionic inside VirtualBox on Windows 10?
There are reports of problems with correct time synchronization, but I do not know the root cause, and I do not know which part is to be blamed - The host system, VirtualBox, or the guest system. The only fact that I am quite sure is, that this was not caused by a package update in Ubuntu.

Suggested workarounds:
In the system settings switch off automatic time synchronization and switch it on again.

or

in a terminal windows issue the commands
timedatectl set-ntp off
timedatectl set-ntp on

Can you help with this problem?
