On Going NO_PUBKEY Update/Upgrade issue

Friday December 21, 2018. This is now the Third day that the Ubuntu Update/Upgrade process has returned the following. As the Wine HQ web site leaves No Way to contact them about this. I am posting this here. Can you do Anything to resolve this NO_PUBKEY issue which they have Failed to resolve?

W: An error occurred during the signature verification. The repository is not updated and the previous index files will be used. GPG error: https://dl.winehq.org/wine-builds/ubuntu xenial InRelease: The following signatures couldn't be verified because the public key is not available: NO_PUBKEY 76F1A20FF987672F
