Try opening as a live Ubuntu OS. Select, check media. If media is good try installing from a live OS.
Are you QA Testing Ubuntu 20.04?

If you try the Beta ISO is it OK? Or one of the alpha releases? You can then upgrade to the newer packages like normal

Not applicable in this situation. OS failed to install.
Ubuntu 20.04 LTS (Focal Fossa) Daily Build has not been released yet. 23 April 2020 is the Official release date.
This is a Developmental Branch OS at this point. File any necessary bug reports that may occur.
This build changes on a daily basis with a new build.

Can you help with this problem?
