How can I install arm64 bionic via preseeded oem-config options?

I am trying to work on a arm64 embedded system which has a HDMI and a serial port.
I setup oem-config+ubiquity to accept EULA, and user setup during first boot.

But for users who are connected to only serial port - how do I provide these options?

Is pre-seeded the only way? How do I implement it?
