Ubuntu 12.10 fresh Install missing packages compared with Manifest

In chasing down a problem with missing generic Kernel packages I compared a fresh install of Ubuntu 12.10 with the manifest listed with the ISO image. Surprisingly I find there are 59 missing packages. See spreadsheet:

I listed the installed packages using dkpg -l and pulled these into the spread sheet to compare with the manifest:
http://releases.ubuntu.com/12.10/ubuntu-12.10-desktop-amd64.manifest

Are the missing packages of concern, should I raise a Bug report?

I'm an Ubuntu User with some technical capability. This is a supportive question, the only problem I've found so far is in relation to the missing (purged) kernel generic packages: https://bugs.launchpad.net/bugs/1088266

Hi,

If you are 100% sure about this , then definitely report a bug and inform the developers to correct the manifest.

In checking the Ubuntu install media (USB Stick) I found a file called: /casper/filesystem.manifest-remove .It listed all but 2 of the packages to remove, I presume during the install process, So not actually a problem. The 2 remaining packages dvd+rw-tools and memtest86+ actually got installed on my Ubuntu 12.10 since the fresh install. Sorry false alarm, Bug #1088266 still stands though.
