Of course you can create a Live USB of Ubuntu (I prefer 12.04) and wipe out the corrupted HDD (viruses or anything else will be lost).

See here on how to create a Live USB-stick from within Windows (if the other PC has Windows)
http://www.ubuntu.com/download/help/create-a-usb-stick-on-windows

If the other PC has Linux too , you can use Unetbootin , find it here:
http://unetbootin.sourceforge.net/

Then configure your BIOS to boot first from the created USB-stick and use Gparted (is pre-installed on Live images) to wipe out the partitions BEFORE you install Ubuntu.

Thanks

You must FIRST boot INTO BIOS configuration page and change the BOOT priority device to USB.

See here a short how - to :
http://pcsupport.about.com/od/fixtheproblem/ss/bootorderchange.htm

Also see here in Section :

"3.4 BIOS boot menu Screens"

http://docs.oracle.com/cd/E19269-01/820-5830-13/app_bios.html

After you change that to boot first from USB device , then press F10 to save the changes and boot up your Pc.

You must already have attached the USB-stick.

If everything goes well , and boot into Ubuntu Live .. then you must use Gparted tool (is pre-installed) , search with name , and wipe out the disk.. DELETE Everything.

Then you can create a new partition to (ext4) and press the "Install Ubuntu" Icon (is there on your Desktop environment) to begin a new installation.

Thanks
