I dont know how to report this bug - is it even a bug?

I have exactly the same bug as here described: http://askubuntu.com/questions/234353/not-able-to-install-ubuntu-on-new-system

Ubuntu is not supporting some SATA ports, and instead of ignoring the hardware that is using these SATA ports Ubuntu is just crashing when the installer is starting (without any message!) -> maybe not the best solution. At the end you are not able to install Ubuntu, just if you disconnect every single hardware from the unsupported port.

Can I send this problem somehow as a bug? Or is this not a bug, its a "we dont care and you have live with it" stuff? Just asking Im new here with Ubuntu.
I was reading the page: https://help.ubuntu.com/community/ReportingBugs how to submit bugs, but I do not understand the page that well. There are some describtions how to report the bug if you are on ubuntu, but as I said, you cannot even install ubuntu or start it from the live cd.

It is difficult to submit a bug when you don't have logs. Developers cannot solve or even look a problem without logs. They are talking to computers with code and not with common language. A simple description of the problem is not enough to illuminate them about the nature of the problem.

The page you've looked is the most detailed about how to report a bug.

@action: no I think there is no such a thing like SATA to IDE mode on the asrock Z77 extreme 4 - but as I said, I changed the connections to SATA und Ubuntu is working now. I could change it back, but then maybe I will kill the system again...

@NikTh: yes, but this problem is repeatable. So if they could find somewhere the same board, they could test it or? If I would now klick on "create bug report" and add all the information like in the link (but without logs, because how could I get the logs without installing the system?), would the devs try to solve the problem or close it because there are not enough information/log?
